How to form an LLC in Arizona (2026)

File an Arizona LLC online in five steps: Articles of Organization Form L010 on the Arizona Business Center, $50 state fee ($85 expedited), an Arizona statutory agent with Form M002. Publication depends on agent county. No ACC annual report for LLCs. Then a free EIN. Not a tax or privacy upgrade for out-of-state operators.

File a domestic Arizona LLC on the Arizona Business Center when you live in Arizona and will do the work from Arizona. Articles of Organization Form L010 cost $50 regular / $85 expedited on the ACC Fee Schedule – LLCs (Rev. 3.2026). Five steps: confirm Arizona facts, gather Articles with a statutory agent and Form M002, file at arizonabusinesscenter.azcc.gov, pay $50, then get a free EIN after acceptance (and complete any required publication). Compare structures on LLC vs sole proprietorship.

Short version for 2026: form through the Arizona Business Center (Form L010), expect $50 (or $85 expedited), appoint an Arizona statutory agent with a street address and Form M002 acceptance — see registered agent, complete publication only as the approval letter requires (Maricopa/Pima agent street addresses are auto-published; other counties use a newspaper), and note there is no ACC annual report for LLCs.

How much does it cost to form an LLC in Arizona?

$50 regular processing, or $85 with expedited processing ($50 + $35), on the Arizona Corporation Commission Fee Schedule – LLCs (Rev. 3.2026; PDF re-fetched 7 October 2026). Form L010i instructions match those figures. Same-day ($200), next-day ($100), and two-hour ($400) accelerated tiers are separate optional add-ons on page 2 of the fee schedule. Pay what the Arizona Business Center shows and keep the receipt.

How do I file Arizona Articles of Organization online?

File through the Arizona Business Center (Articles of Organization Form L010). Paper Form L010 remains available from the ACC forms pages (mail or deliver to Corporations Division, 1300 W. Washington St., Phoenix AZ 85007).

  1. Confirm you live and work in Arizona. Use the domestic Arizona path if you live in Arizona and will do the work from Arizona. A company already formed in another state files a foreign registration instead.
  2. Gather Articles of Organization, statutory agent, and Form M002 acceptance. Have a distinguishable LLC name, Articles of Organization Form L010, an Arizona statutory agent with a street address, and Statutory Agent Acceptance Form M002 signed before filing.
  3. File on the Arizona Business Center. File through the Arizona Corporation Commission Arizona Business Center at arizonabusinesscenter.azcc.gov (Articles of Organization Form L010), or follow the paper path if you are not filing online.
  4. Pay $50. Pay the $50 Articles of Organization fee on the ACC Fee Schedule – LLCs (Rev. 3.2026). Expedited processing is $85 total if you choose it. Pay what the portal shows and keep the receipt.
  5. Get an EIN after the articles are accepted. After the state Articles of Organization are accepted, obtain an Employer Identification Number free on IRS.gov. Form the state entity first. Complete any newspaper publication only if the approval letter requires it.

Do I need an Arizona statutory agent with Form M002?

Yes. An Arizona statutory agent with a street address must accept appointment on Form M002 before the Articles are examined — without acceptance on file, the Articles are rejected. The LLC cannot appoint itself. DIY versus commercial: Registered agent basics.

Does an Arizona LLC need newspaper publication?

It depends on the statutory agent’s street county. Form L010i: if the agent street address is in Maricopa or Pima County, the Commission publishes the notice automatically on its public-notice website. Outside those counties, publish in a newspaper after the Commission approves the Articles — do not publish before approval. Follow the approval letter. Newspaper rates are not ACC filing fees.

Does an Arizona LLC file an annual report with the ACC?

No. The ACC Business Services FAQ states that LLCs are not required to file annual reports — only corporations are. You still must keep a statutory agent with a valid address on the Commission’s records at all times.

Do I get an EIN before or after the Arizona LLC?

After the Articles of Organization are accepted. The IRS tells applicants to form the state entity first; the EIN application on IRS.gov is free. Walkthrough: Get an EIN after the state entity exists.

File in Arizona if the work is in Arizona

A domestic Arizona LLC is organized by filing Articles of Organization (Form L010) with the Arizona Corporation Commission under A.R.S. Title 29. Online filing runs through the Arizona Business Center at arizonabusinesscenter.azcc.gov (the Commission’s portal that replaced eCorp in January 2026). A company already formed somewhere else that wants to transact business in Arizona files a foreign registration — a different instrument, with its own fee on the ACC LLC fee schedule ($150 regular / $185 expedited for a Foreign Registration Statement).

Filing in Wyoming, Delaware, or Georgia does not move Arizona work out of Arizona. A foreign entity that transacts business here still needs an Arizona statutory agent and Arizona foreign registration, plus the formation state’s agent and annual report. Home-state filing is the cheaper default for a one-state operator. Multi-state registration overview: Foreign LLC and certificate of authority.

Do not try to hide from the ACC. An LLC is a public filing. The statutory agent’s name and street address go on the record so the state and private parties can reach the company. Privacy products that promise invisibility are selling something the statute does not offer.

What to have on the desk before opening the Arizona Business Center

Form L010i instructions and the ACC Fee Schedule – LLCs (Rev. 3.2026) set the baseline. Checked against those ACC materials on 7 October 2026:

  • A distinguishable LLC name that includes “limited liability company,” “limited company,” or the abbreviations LLC, L.L.C., LC, or L.C. (and does not use “corporation,” “incorporated,” or “association”). Search name availability on the Arizona Business Center before ordering letterhead.
  • Articles of Organization Form L010, including the statutory agent and principal address.
  • Statutory agent in Arizona: an individual who is a permanent, full-time Arizona resident with a physical/street address in Arizona, or an Arizona-authorized entity. The LLC cannot appoint itself. Submit Statutory Agent Acceptance Form M002 with the Articles — without acceptance on file at examination, the Articles are rejected. See Registered agent basics for a new LLC.
  • Member Structure Attachment or Manager Structure Attachment (choose one management structure).
  • Organizer signature(s) as the current form and portal require. Payment follows whatever the Arizona Business Center shows at checkout for the online path.

Publication is a post-approval step under A.R.S. § 29-3201, not a line item you invent before filing. Professional LLCs and conversions are out of scope for a default 1099 single-member LLC on this page.

Five steps to form on the Arizona Business Center

  1. Confirm you live and work in Arizona. The domestic path fits a person who lives in Arizona and does the work from Arizona. A company already formed elsewhere files a foreign registration — see Foreign LLC and certificate of authority.
  2. Gather Articles of Organization, statutory agent, and Form M002 acceptance. Form L010, Arizona statutory agent with a street address, and signed Statutory Agent Acceptance Form M002.
  3. File on the Arizona Business Center. Use arizonabusinesscenter.azcc.gov, or mail/deliver paper Form L010.
  4. Pay $50. Regular processing on the ACC Fee Schedule – LLCs (Rev. 3.2026), or $85 expedited. Pay what the portal shows and keep the receipt.
  5. Get an EIN after the articles are accepted. Form the state entity first, then apply free on IRS.gov — Get an EIN after the state entity exists. Complete any required publication only after approval.

The Commission’s Fee Schedule – LLCs (Rev. 3.2026) lists Articles of Organization at $50.00 regular and $85.00 expedited. Form L010i prints the same figures. Optional same-day, next-day, and two-hour accelerated tiers are separate add-ons.

After the Articles of Organization are filed

Formation with the ACC is not an Arizona Department of Revenue tax account, a sales-tax license, a city license, or a professional license. Those have their own filings.

Do not publish until the Commission approves the Articles. If the statutory agent’s street address is in Maricopa or Pima County, Form L010i says the notice is automatically published on the Commission’s public-notice website. Outside those counties, the approval letter tells you how to publish in a newspaper. Newspaper rates are set by the paper, not by the ACC fee schedule — this page does not invent a publication dollar amount.

The IRS tells applicants to form the state entity first, then obtain an Employer Identification Number. That application on IRS.gov is free.

Next: the money path. After the Articles of Organization is accepted:

  1. Get an EIN — free on IRS.gov after the state entity exists
  2. Open business checking — park operating cash in the LLC’s name
  3. First brokerage — only if the work needs one

Arizona does not require an operating agreement to be filed with Form L010. A written agreement still matters between members. Banks often ask for one anyway. See LLC operating agreement basics.

No ACC annual report for Arizona LLCs

The ACC Business Services FAQ states that LLCs are not required to file annual reports — only corporations are. That is the maintenance difference most operators care about after the $50 Articles fee.

You still must keep a statutory agent with a valid address on the Commission’s records at all times. Form L010i cites administrative dissolution risk under A.R.S. § 29-3708 if the agent or principal address lapses. Put a calendar reminder to update the agent when someone moves — use the ACC Statement of Change path ($5 regular / $40 expedited on the LLC fee schedule). Cross-state renewals and “is an annual report a tax?”: LLC annual report and annual registration. This page does not compute anyone’s tax.

Overview of admin-dissolve vs reinstate: Reinstate an administratively dissolved or revoked LLC. ACC Application for Reinstatement is $100 regular / $135 expedited on the LLC fee schedule when that path applies.

Arizona LLC FAQ

How much does it cost to form an LLC in Arizona?
The Arizona Corporation Commission Fee Schedule – LLCs (Rev. 3.2026) lists Articles of Organization at $50.00 for regular processing and $85.00 with expedited processing ($50 + $35). Form L010i instructions match those figures. File online through the Arizona Business Center, or by mail / in person. Pay what the portal shows and keep the receipt. Same-day, next-day, and two-hour tiers are separate add-ons on the fee schedule — this page does not invent them as required.
Does an Arizona LLC file an annual report with the ACC?
No. The ACC Business Services FAQ states LLCs are not required to file annual reports — only corporations are. Keep a statutory agent with a valid Arizona street address on the record at all times; failure can lead to administrative dissolution under A.R.S. § 29-3708. Cross-state renewals: LLC annual report and annual registration.
Can I use a P.O. box as my Arizona statutory agent street address?
No for the required street address. Form L010i requires a physical or street address in Arizona for the statutory agent; a separate mailing address may be a P.O. box. An individual statutory agent must be a permanent, full-time Arizona resident. The LLC cannot be its own statutory agent. DIY versus commercial tradeoffs: Registered agent basics for a new LLC.
Does a domestic Arizona LLC need newspaper publication?
Yes under A.R.S. § 29-3201 — but the path depends on the statutory agent’s street county. Form L010i: if the statutory agent street address is in Maricopa or Pima County, the Commission publishes the notice automatically on its public-notice website. Outside those counties, you publish in a newspaper after the Commission approves the Articles (do not publish before approval). Follow the approval letter. Newspaper rates are not ACC filing fees — this page does not invent them.
Should I form in Wyoming or Delaware if I live and work in Arizona?
For a one-state operator who lives and works in Arizona, home-state (domestic Arizona) filing is the honest default. A Wyoming or Delaware LLC that transacts business in Arizona still needs an Arizona statutory agent, Arizona foreign registration, and the formation state’s agent and report. Multi-state overview: Foreign LLC and certificate of authority.
Do I get an EIN before or after filing the Arizona LLC?
After the Articles of Organization are accepted. The IRS tells applicants to form the state entity first; the EIN application on IRS.gov is free. Walkthrough: Get an EIN after the state entity exists. After the EIN, park operating cash in a dedicated account — see First business checking account.

  • Telling a Georgia operator to file Arizona as a sophistication upgrade.
  • Voluntary dissolution — ACC uses Articles of Termination ($35 regular / $70 expedited on the LLC fee schedule); see Dissolve or cancel an LLC.
